Isaac Moyo Biography | Wife, Career, UK Sanctions List

This is the biography of Isaac Moyo the current Director General of Zimbabwe’s intelligence unit, the Central Intelligence Organisation (CIO). He assumed this position on December 9th. Prior to his appointment, Moyo served as Zimbabwe’s Ambassador to South Africa and Lesotho.

Career Background

Before his role as the Director General of the Central Intelligence Organisation, Moyo served as the Executive Secretary of the African Union Committee of Intelligence and Security Service in Africa, based in Addis Ababa, Ethiopia. Following this, he was appointed as Zimbabwe’s Ambassador to South Africa, replacing Phelekezela Mphoko. Moyo was initially appointed as Zimbabwe’s Ambassador to South Africa by former President Robert Mugabe in 2014.

Appointment as the Director General

On December 8th, 2017, Isaac Moyo was appointed as the Director General of the Central Intelligence Organisation by Emmerson Mnangagwa.

UK Sanctions List

Isaac Moyo was included in the UK government’s sanctions list on February 2nd, 2021, following allegations of gross human rights violations. The imposed sanctions include a travel ban and asset freeze, preventing Moyo from freely travelling to the UK as well as conducting financial transactions through British banks or the economy. The UK government holds Moyo, along with three other individuals, responsible for severe human rights violations against the people of Zimbabwe since President Emmerson Mnangagwa assumed power in November 2017.

The other individuals included in the UK sanctions list are Owen Ncube, Zimbabwe’s minister for state security; Godwin Matanga, commissioner general of the Zimbabwe Republic Police; and Anselem Sanyatwe, commander of the Presidential Guard and Tactical Commander of the National Reaction Force. These individuals became the first Zimbabwean nationals to be designated under the UK’s new autonomous Zimbabwe sanctions regime, implemented after Britain departed from the European Union.
