Moses Chihobvu Biography | Education | Liberation War Contribution | Career in ZPCS

This is the biography of Moses Chihobvu who serves as the Commissioner-General of the Zimbabwe Prisons and Correctional Services (ZPCS), a position he assumed following the retirement of his predecessor, Paradzai Zimondi.

Education

Chihobvu holds several academic and professional qualifications. He earned a Master of Science in Strategic Management and a Bachelor of Science (Honours) in Management and Entrepreneurial Studies from the Women’s University in Africa (WUA).

Additionally, he holds a Diploma in Combined Strategic Intelligence from the United States.

Liberation War Contribution

As a veteran of the Second Chimurenga, Chihobvu joined the liberation struggle in December 1977. He underwent a platoon commander’s course in Sarajevo, in the former Yugoslavia.

Following Zimbabwe’s independence, he was attested into the Zimbabwe National Army, where he held various roles, including participation in the Mozambique Campaign and peacekeeping operations in Angola under the United Nations Angola Verification Mission III (Unavem III).

Career in ZPCS

In 1999, Chihobvu transitioned to the ZPCS from the Zimbabwe National Army, initially serving as a personal staff officer to the Commissioner of Prisons.

He steadily climbed the ranks within the ZPCS, holding various senior positions, including:

  • Chief Staff Officer, Security and Protocol
  • Assistant Commissioner, Security and Protocol
  • Senior Assistant Commissioner, Rehabilitation
  • Officer Commanding, Manicaland Region

In his role as Deputy Commissioner-General, he was responsible for correctional services before being promoted to Commissioner-General in November 2020.

International Recognition

In September 2024, Chihobvu was honoured with a prestigious award at the International Corrections and Prisons Association (ICPA) Annual Conference held in Singapore, recognizing his contributions to the corrections and prison management sector.
